Romeo Dallaire of Canada was the head of UN peacekeeping troops in Rwanda during the 1994 genocide. Haunted by the narrowly limited UN mandate in that nation, he was left to watch as more than 800,000 people were slaughtered. Since then, Dallaire crusaded for the prevention of genocide and the UN’s need to protect civilians.
